Kazakhstan's Ministry of Finance, Ministry of Artificial Intelligence and Digital Development, and Ministry of Health have proposed amendments that would extend the legal framework for the Qalqan digital health financing pilot through Dec. 31, 2028. The draft joint order would also align the pilot’s terminology with Kazakhstan’s Constitution and Digital Code. The current framework expires on Dec. 31, 2026, when procurement and payment for medical care through Qalqan are scheduled to end. Monitoring, planning, tariff setting, allocation of medical care volumes and rating assessments will continue during 2027 and 2028. As no permanent framework has been approved to replace the pilot, the extension would preserve its legal basis for the remaining testing period.
