The Brazilian Superintendence of Private Insurance (SUSEP) issued a new framework for DOCS Mercado, the system used to send documents, summons and citations to participants in the markets it supervises, with the changes taking effect on 2 March 2026. The resolution replaces, consolidates and updates the previous rules governing service of notices in the Sanctioning Administrative Proceeding (PAS) and other SUSEP-issued communications via the platform. Key system-driven updates include enabling notified parties to submit responses through DOCS Mercado itself, including uploading files, and expanding the range of persons that can be reached through the system. The broadened scope covers not only supervised entities but also non-supervised actors that participate in or support the supervised markets, such as service providers, loss adjusters, consultants, auditors and intermediaries. SUSEP also clarified that the changes do not preclude use of Electronic Filing or the Electronic Information System (SEI); Electronic Filing remains the official channel for submitting documents to SUSEP when the submission is not a response to SUSEP-issued documents, summons or citations.
