The Securities and Exchange Board of India (SEBI), in collaboration with the National Institute of Securities Markets (NISM), has launched an eLearning course on municipal bonds to equip officials of Municipal Corporations and Urban Local Bodies with practical skills to use municipal bonds to finance development projects. The self-paced course runs for around 10 hours and uses expert-led video lectures, interactive quizzes and case studies. Content covers alternative funding mechanisms, regulatory provisions for issuance and listing and related compliances, roles of key market intermediaries, project identification and investor outreach, escrow mechanisms, credit rating, and concepts including green municipal bonds and social impact bonds. Successful participants receive a certificate, and SEBI noted the course may also be useful for state-level regulatory officials, finance department officials, policymakers and advisors involved in urban infrastructure funding. The course is available free until 31 March 2025 and will be offered thereafter at a nominal fee.
