The State Bank of Vietnam reported that Governor Nguyen Thi Hong attended the first meeting of Vietnam’s National Steering Committee on Data, chaired by Prime Minister Pham Minh Chinh, focused on aligning actions to build a “true, adequate, clean, live, unified and shared” data foundation to support artificial intelligence and the data economy. The Steering Committee is positioned as an interagency coordination body to advise and support the Government and Prime Minister on national data strategies, policies and solutions, including building national and specialised databases and enabling integration, synchronisation, storage, sharing, analysis and exploitation of data via the National General Database. Discussion covered draft rules for the committee’s organisation and operations, its 2026 operating plan and key implementation issues, including data quality at source, practical connectivity and sharing, balancing data openness with personal data protection and national security, data valuation and an operating model for a proposed “Data Floor”. In the banking context, the SBV framed data as central to open ecosystem connectivity and as an input to decision-making, operational efficiency, risk forecasting and fraud prevention, with implications for safeguarding the national financial system.
