Cape Verde’s Ministry of Finance and an International Monetary Fund technical assistance mission reviewed the financial and actuarial sustainability of the pension system and potential reform options. The mission presented the new government with conclusions and recommendations from work conducted in June 2026, covering the general pension regime, social pensions, asset management and the regulatory framework. The analysis considered demographic and labor market trends, contribution coverage and the system’s financial position. Recommendations included strengthening the general regime’s long-term sustainability and improving the design, financing and administration of social pensions. Secretary of State for Finance Maria José Lopes called for closer coordination and better information sharing between the Tax Administration and the National Social Security Institute. She also supported reassessing the Special Regime for Micro and Small Enterprises in light of its effects on tax revenue and social security finances.
