Estonia's Finantsinspektsioon has launched a new website for submitting applications digitally, intended to simplify, speed up and improve the transparency of applying for financial sector operating licences and notifying the supervisor of significant participations. The portal provides a single structured environment for handling submissions and is intended to reduce inaccuracies and make communications between applicants and the authority clearer and more efficient. It accepts licence applications from creditors, credit intermediaries, credit collectors, fund managers, investment firms, providers of crowdfunding services and crypto-asset services, insurers, payment institutions and e-money institutions, and it receives significant participation notifications from all of those business types. Finantsinspektsioon processes around 15 licence applications and 40 significant participation notifications per year, with individual licence cases taking up to six months or, in more complex cases, up to a year; review work includes checks on capital and its origin, organisational structure and managers’ backgrounds. A second phase of development planned for the second half of 2026 will add the option to submit data for fit and proper assessments of managers through the portal, and the authority is analysing whether artificial intelligence could be used to further improve efficiency.
