China's National Financial Regulatory Administration published the Guiding Opinions on promoting the high-quality development of health insurance, setting an overall approach and phased goals to improve the level of health insurance service and protection and strengthen market oversight. The guidance lays out reform priorities for four main types of health insurance products: commercial medical insurance, commercial long-term care insurance, disability income loss insurance, and disease insurance, while also standardising related operating and contracted service arrangements. It also calls on insurers to build specialised capabilities and improve digital and intelligent applications to enhance sustainability, alongside stronger supervisory steering, market order controls and enforcement against illegal or non-compliant conduct. A further strand focuses on improving the operating environment through an industry standards system, multi-party coordination and wider public education on health insurance.
