The National Bank of Serbia has opened public consultation on two draft laws covering payments. One draft is intended to fully align Serbia's payment services framework with the European Union acquis and implement Regulation (EU) 2024/886, while the other would amend the law on interbank fees and special business rules for card-based payment transactions. The payment services draft would implement European Union changes affecting the Second Payment Services Directive, the regulation on cross-border payments in the Union, the SEPA regulation and the settlement finality directive. The card payments draft would extend the existing law to international card payment transactions, with the stated aim of improving transparency in card business and lowering merchants' card acceptance costs in line with European Union practice. Comments on both drafts are due by 11 June 2026.

The National Bank of Serbia has launched a public consultation on two draft payment laws: one to fully align Serbia’s payment services framework with the EU acquis, including Regulation (EU) 2024/886, and one to amend the law on interbank fees and special business rules for card-based transactions. The payment services draft would implement recent EU changes to the Second Payment Services Directive, the regulation on cross-border payments, the SEPA regulation and the settlement finality directive, while the card payments draft would extend existing rules to international card transactions to improve transparency and reduce merchants’ card acceptance costs.
