The State Bank of Vietnam published an update on the 2025-2027 congress of the party cell of its Personnel Organisation Department, at which Governor Nguyen Thi Hong delivered guidance and the unit reviewed its 2022-2025 performance and work programme for the new term. The report highlights that the department completed 100% of the annual work plans assigned by the Governor and managed significant organisational changes, including the 2023 merger of the Emulation and Reward function into the department and the addition of functions transferred from the Banking Strategy Institute from March 2025. It also points to the department’s role in advising on organisational and staffing arrangements as the State Bank of Vietnam implemented organisational streamlining under Resolution 18, alongside contributions to administrative reform and internal initiatives linked to innovation and digital transformation. Following the congress, the Governor asked the new committee to promptly establish working rules, a term work programme and task allocations, and directed the department to continue advising on banking-sector personnel policy, strengthen mechanisms for staff rotation, prioritise training and development planning, and develop measures to attract high-quality talent.
