The National Bank of Moldova has begun developing secondary rules governing the issuance of electronic money tokens and the activities of their issuers. The rules will implement the electronic money token provisions of Moldova’s 2026 crypto-asset market law, advancing the country’s broader crypto-asset regulatory framework under its 2025–2027 reform agenda and 2025–2029 European Union accession program. The framework will address the classification of crypto-assets as electronic money tokens and requirements for preparing, notifying and amending token white papers. It will also cover environmental impact information, the methodology for estimating the number and value of transactions in which a token is used as a means of exchange, reporting to the National Bank and the criteria for exercising the Bank’s temporary intervention powers. The Bank is seeking views and recommendations to inform the draft.
