The National Bank of Ukraine has published the Financial Stability Council’s annual activity report, covering September 2025 through August 2026. The council approved revised lending and mortgage lending development strategies as part of its response to systemic risks from the protracted war, attacks on civilian infrastructure and logistics, and geopolitical instability in the Middle East. The approval follows its earlier work to update the strategies after strong credit growth in 2025. Priority lending areas remain the defense industry, agriculture, energy infrastructure, processing industries and businesses operating in resilience areas. The council also concluded that raising banks’ corporate income tax weakens their resilience and lending capacity, and it continued considering the regulation of virtual assets with input from stakeholders and international partners. International support remains central to maintaining macrofinancial stability.
