UK Open Banking Limited, the standards setter for open banking, has appointed Sean Martin to its board as an Independent Non-Executive Director. The appointment adds a former Financial Conduct Authority general counsel and executive committee member as the organisation prepares for anticipated secondary legislation in 2026 that would give the FCA oversight of open banking and support implementation of a Long-Term Regulatory Framework and transition to a Future Entity. Martin served in the government legal service before joining the Financial Services Authority in 2004, and was the FCA's General Counsel from 2013 to 2021. In that role he led legal and regulatory work through the transfer of consumer credit regulation from the Office of Fair Trading to the FCA, Brexit preparations and the regulator's response to the Covid pandemic. The appointment follows the addition of Rt Hon John Glen MP as an Independent Non-Executive Director in February 2026.
