The Eastern Caribbean Central Bank (ECCB) will launch its Office of Financial Conduct at the end of September 2026 and begin accepting consumer complaints on October 15. The new department will supervise market conduct by Licensed Financial Institutions, focusing on fair treatment, transparency, accountability and responsible business conduct. It will assess and investigate eligible complaints and facilitate resolution of issues involving fees, financial products, account access, misleading information and other consumer concerns. The office is supported by amendments to the Banking Act, 2015, and will work with a Financial Conduct Committee and Financial Dispute Resolution Commission on complex complaints and conduct matters. Five of the ECCB’s eight member countries have enacted the required amendments. Saint Lucia is awaiting a second reading, while Anguilla and the Commonwealth of Dominica are expected to pass the necessary legislation in 2026.
