The Central Bank of Bolivia has published the “First report of the Digital Boliviano”, a comprehensive diagnostic assessing the possible issuance of a central bank digital currency (CBDC) and providing an initial technical view on feasibility. The report considers the strength of Bolivia’s national payments system, achieved interoperability among financial institutions, and progress on financial inclusion. It also reviews potential CBDC benefits including efficiency, traceability, security and support for monetary sovereignty, alongside operational, regulatory and technological risks that would need to be addressed for any implementation. The study follows an internal process of analysis and institutional coordination with international organisations and public sector entities. The central bank positions the publication as a starting point for dialogue with the financial sector, public institutions, the private sector, technology providers, universities and the broader public to deepen the analysis and debate potential implementation.
