The Central Bank of Samoa announced two digital initiatives to advance financial inclusion and financial literacy, with support from the United Nations Capital Development Fund Pacific Digital Economy program. On 26 June 2026, it held a stakeholder dialogue on its Regulatory Sandbox and launched a related portal to support applications and communications. On 30 June 2026, at the close of the National Financial Inclusion Strategy II period, it released the SaverLearning Samoa app, a digital financial literacy platform focused initially on cybersecurity, scam awareness and digital financial inclusion. The Regulatory Sandbox, launched in November 2024, allows legal entities to test eligible and fully developed innovative financial products and services in a controlled environment before market deployment. The June forum revisited the sandbox framework, addressed stakeholder questions and raised awareness of the regime, while the new portal is intended to facilitate applications, act as an information hub and improve market awareness of products under testing. The bank said insights from sandbox trials will help modernize broader regulatory frameworks. The SaverLearning platform, developed by SaverGlobal, is an interactive multilingual and gamified app available through mobile app stores and a web browser, with content offered in English and Samoan. The app also incorporates digital financial service incentive rewards, which are due to be launched over the coming weeks.
