The meeting tied Party-building implementation to financial supervisory priorities, calling for stronger prevention and resolution of financial risks, orderly handling of risks at local small and medium-sized financial institutions, and efforts to avoid major failures. The meeting also called for a stronger Party-building framework suited to the regulator's four-level vertical management structure, continued action on work-style rectification and anti-corruption, and closer alignment with central policy decisions. On the regulatory side, it ordered stricter and more forceful supervision, a sharper focus on core regulatory responsibilities, tighter financial rulemaking and enforcement, stricter market entry controls, and tougher action against illegal financial activity. It also called for orderly consolidation and quality improvement of small and medium-sized financial institutions, curbs on disorderly competition, and supervision of financial institutions' support for flood control and disaster relief services.
