The minority staffs of the Senate Banking and Foreign Relations Committees, led by Ranking Members Elizabeth Warren and Jeanne Shaheen, released an investigative report arguing that the Trump Administration is not using sanctions and export controls to pressure Russia and constrain its war in Ukraine. The report’s central finding is that the Administration has not introduced a new sanctions or export control package focused on Russia’s war in Ukraine for more than six months. The report contrasts this with 141 sanctions and export control “rollouts” executed by the Biden Administration since February 2022, covering thousands of targets, versus 0 rollouts during President Trump’s more than six months in office. It also identifies additional shortcomings, including repeated signals that the United States may not sustain effective sanctions, failure to exploit an opening to drive down Russian oil revenue, and staffing strains across agencies responsible for Russia-related sanctions and export controls.
