The Eastern Caribbean Central Bank has issued a request for proposals from licensed engineering consultancies based and operating in St Kitts and Nevis. The selected firm will provide civil, structural, mechanical, electrical and plumbing oversight across four primary campus buildings under a fixed-fee retainer covering 35 hours a month, alongside a separate forensic facility condition assessment and three-year capital budget. The retainer covers quality control, design validation and emergency diagnostics. Required service levels include on-site diagnostics within 24 hours of notice for critical failures, peer reviews within five business days and certified structural integrity reports within 48 hours of inspection. The consultant must also act as prime auditor for the facility assessment, manage insured sub-specialists and produce an integrated master report, excluding repair work. Proposals are due by Aug. 14, 2026. Technical submissions account for 75% of the evaluation and financial proposals for 25%. Bidders must demonstrate authority to certify structural drawings locally, hold required insurance and accept specified pricing controls, including a minimum 15% discount on the facility assessment.
