Greece's Minister of National Economy and Finance Kyriakos Pierrakakis outlined a new framework for private debt workouts and credit servicers that sets deadlines for negotiations, strengthens protections for compliant borrowers and introduces tougher oversight and penalties for servicers. The framework caps upfront payments under debt arrangements at 15%, compared with demands of 30% to 50%, and prevents seizure or auction while a borrower complies with an agreed arrangement. If a servicer fails to provide full information on a borrower's debt within 45 days, interest will be frozen. Servicers will also face enhanced transparency and supervisory requirements, binding sanctions and fines of up to EUR 500,000.
