The State Bank of Vietnam hosted a roundtable under a SECO-funded technical assistance project managed by the Asian Development Bank to support implementation of the Government’s controlled testing mechanism in the banking sector under Decree 94/2025/ND-CP. The session aimed to align stakeholders’ understanding of the new rules and facilitate consistent, safe operation of sandbox testing by banks, foreign bank branches and fintech firms. Decree 94 sets out three solution types for consideration in the sandbox: credit scoring, data sharing via open application programming interfaces (Open APIs), and peer-to-peer lending (P2P lending). The central bank indicated it will continue reviewing new banking products, services and business models to assess and propose expanding the solutions eligible for testing, and called for clearer guidance on service scope, participation conditions, procedures and timelines to help applicants prepare and be assessed more quickly. Further implementation workshops are scheduled in Ho Chi Minh City on 2 July 2025 and in Da Nang on 3 July 2025 to broaden dissemination of Decree 94’s requirements nationwide.
