The Bank of Cape Verde has opened a public consultation on draft legal instruments to revise Cape Verde’s legal frameworks for payment services and electronic money, aiming to modernise the rules that govern payment service provision and the electronic money market. The draft measures would amend the 2018 regimes covering the provision of payment services and the issuance, distribution and redemption of electronic money by authorised entities, as well as the rules on access to the activities of payment institutions and electronic money institutions. The consultation was initially set to run from 18 August to 2 October 2025, but has been extended to 15 October 2025 due to the complexity and level of detail of the proposed changes; submissions may be made electronically or by post to the central bank.
