The National Bank of the Kyrgyz Republic published its third national survey of adult financial literacy, finding that the overall score rose 4% from 2021 to 11.8 out of 20 in 2025. Financial knowledge recorded the strongest improvement, increasing 10% over four years, while the financial behavior measure rose 3% to 69%. The overall score exceeded those of several high income countries, including Hungary, Italy and Lithuania, in the Organisation for Economic Co-operation and Development's 2023 international survey. The measure of attitudes toward long-term financial matters fell 8%, indicating that most respondents were focused on current needs, lacked long-term financial goals and plans, or faced greater financial uncertainty. Conducted using the OECD methodology with support from the Organization for Security and Co-operation in Europe Programme Office in Bishkek, the survey also assessed financial well-being, resilience, digital financial literacy and financial inclusion. Previous surveys were conducted in 2017 and 2021.
