The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan published an explainer on motor insurance, distinguishing compulsory motor third-party liability insurance from voluntary auto insurance (CASCO) and setting out what each type is intended to cover. It also provided market figures for voluntary CASCO, noting that 15 general insurers are licensed to offer it and that premiums totalled KZT 77.3 billion over the first 11 months of 2025, with payouts to vehicle owners reaching KZT 26.5 billion. Compulsory motor third-party liability insurance is described as compensating harm to third parties’ life, health and property arising from road traffic accidents, within statutory insurance limits, and it does not apply to compensating damage to the vehicle of the person found at fault. Voluntary CASCO is described as covering the property interests of the at-fault driver, including compensation for damage, loss or total destruction of the insured vehicle, with policy terms potentially varying by risk coverage, deductible size, claims settlement approach, repair format and additional services that may reflect accident circumstances and the degree of driver fault; the agency also noted that CASCO becomes particularly relevant in winter conditions due to higher accident risks.
