The State Bank of Vietnam published an update on Deputy Prime Minister Nguyen Hoa Binh’s visit to the Luxembourg Stock Exchange (LuxSE), highlighting discussions on deepening cooperation to support Vietnam’s capital market development and on Vietnam’s policy to establish international financial centres in Ho Chi Minh City and Da Nang. LuxSE Chief Executive Officer Julie Becker pointed to a long-standing relationship between the two markets and said LuxSE would continue providing financial services to support the Vietnamese government and enterprises. Nguyen Hoa Binh cited LuxSE’s past support for Vietnam including bond issuance, securities market upgrading and staff training, and encouraged further assistance, including more Vietnamese companies listing and issuing bonds in Luxembourg to raise foreign capital. The discussions referenced LuxSE’s experience in areas such as green bond issuance and tokenised assets, and LuxSE representatives shared views on the legal and regulatory infrastructure and investor incentives needed for an international financial market, alongside an offer to support Vietnam with capacity-building and training.
