The Pensions Regulator (TPR) has appointed Richard Knox as Executive Director, Strategy, Policy and Analysis, with a seat on the TPR Board, effective February 2026, strengthening its senior team as it continues its shift toward a more risk-based and outcome-focused approach. Knox joins from HM Treasury, where he is Co-Director of the Financial Services Group with responsibility spanning international financial services policy, Brexit negotiations, global trade agreements, and regulatory frameworks for capital markets, environmental, social and governance finance, and prudential banking. His earlier roles included leading EU negotiations on the European Market Infrastructure Regulation (EMIR) and Markets in Financial Instruments Directive (MiFID), and work on the Asset Protection Scheme for RBS during the financial crisis. Most recently, he led the multi-agency Pensions Investment Review team, working with TPR, the Department for Work and Pensions, the Financial Conduct Authority and the Bank of England, with its recommendations forming the basis of the Pension Schemes Bill; TPR also highlighted recent investment in digital and data capabilities, recruitment to strengthen prudential skillsets, and more proactive ways of working. Knox is due to take up the role in February 2026.
