The State Bank of Vietnam has approved a Banking Sector Data Strategy through 2030, establishing a sector-wide framework that positions data as a strategic resource to support digital transformation, supervisory and management effectiveness, and the development of digital banking services. Adopted under Decision No. 3580/QD-NHNN, the strategy takes effect from 3 November 2025. The strategy is aligned with Vietnam’s national data strategy and sets principles for transparent, citizen- and business-centric data use, including interoperability with national and other sectoral databases and a “collect once, use many times” approach intended to reduce procedures and improve public services. It links data expansion and sharing to information security, cybersecurity and personal data protection requirements, and includes objectives and workstreams on strengthening the legal and policy framework, developing data infrastructure and resources, expanding data collection and exploitation, improving internal and external data connectivity, and building specialised data capabilities through targeted training, supported by an implementation roadmap and assigned responsibilities across State Bank units.
