At a workshop for gaming operators, the Ministry of Finance’s Gaming Supervision Institute clarified the procedures and documentation required for regulatory authorizations. These authorizations are distinct from licenses and cover activities including raffles, contests, promotional random draws, occasional games, sales outlets, mediation services and the movement of gaming equipment and materials. All applications must be filed through the Gaming Supervision System and include general documents such as a tax identification number, a tax compliance certificate and a commercial certificate, alongside requirements specific to each authorization. Applications for promotional and advertising random draws must be submitted at least 20 days before a campaign begins, while certain gaming equipment and materials require prior authorization before entering or circulating in Angola. The institute also emphasized controls against illegal gambling, money laundering and terrorist financing, as well as responsible gambling and the protection of minors and other vulnerable groups. Operators must comply with location and distance restrictions applicable near schools, hospitals, places of worship and other protected institutions.
