The Securities and Exchange Commission of Central Africa (COSUMAF) has opened a public consultation on four draft Instructions intended to clarify how key provisions of the Central Africa financial market framework and the COSUMAF General Regulation will be applied in practice. The draft Instructions cover: how changes are handled in files submitted to COSUMAF for authorisation, visa and registration; approval of senior managers of entities and market intermediaries supervised by COSUMAF; conditions for carrying out individual portfolio management under mandate; and the designation of liquidators and the procedures for liquidating market intermediaries. The consultation is organised under Article 8 of the COSUMAF General Regulation and is open to market participants and the public. Submissions can be made during the consultation window running from 28 November to 8 December 2025. After the deadline, COSUMAF will review the feedback and publish the corresponding minutes on its website.
