The Central Bank of Russia updated its ranking of insurers in the compulsory motor third-party liability insurance market so that it now reflects not only substantiated complaints filed with the regulator, but also individuals’ complaints that the financial ombudsman has fully or partially satisfied. The change is designed to give car owners a more complete basis for assessing insurers’ service quality. The ranking is based on the number of complaints per 10,000 compulsory motor third-party liability policies. Results are split into two tables, one for insurers with more than three million policies and another for insurers below that threshold, to allow comparisons among firms with similar customer base size. The ranking excludes market participants with only one substantiated complaint or with a much smaller customer base than insurers in the second table, and it also excludes financial ombudsman decisions that are being challenged in court.

The Central Bank of Russia has expanded its ranking of compulsory motor third-party liability insurers to include complaints fully or partly upheld by the financial ombudsman, in addition to substantiated complaints filed with the regulator. The ranking uses complaints per 10,000 policies and is split between insurers above and below three million policies. It excludes very small participants, insurers with only one substantiated complaint, and ombudsman decisions under court challenge.
