The Bulgaria Financial Supervision Commission (FSC) adopted a package of authorisation and registration decisions, including approval of prospectuses for two corporate bond issues to be admitted to trading on a regulated market and the registration and entry of equity issues for regulated-market trading. The FSC also adopted at first reading a draft ordinance on the fees it collects and launched a public consultation. The approved bond prospectuses cover Puldin Holding AD’s BGN 8,000,000 issue and Opportunity Bulgaria Investment AD’s BGN 10,000,000 issue, both with floating coupons linked to six-month EURIBOR plus 2.00% and with stated floors and caps; each issue was entered in the register of public companies and other issuers for trading on a regulated market. The FSC also registered Balkan Property Instruments REIT’s 951,000 ordinary shares (nominal value BGN 10 each) and entered Real Bulland AD’s 2,085,834 new ordinary shares (nominal value BGN 1 each) for regulated-market trading. Other decisions included approving appointments at Allianz Bulgaria AD and Allianz Bulgaria Life AD and at Barents Insurance EAD, approving amendments to the rules of the Voluntary Pension Fund DSK – Rodina, registering Insurance Broker Credit Assist EOOD, exempting Astra Bioplant EOOD and EVN Trading South East Europe EAD from investment intermediary licensing for 2025 for specified trading in commodity derivatives or emission allowances and related derivatives, terminating proceedings sought by Groupama Insurance EAD regarding recognition of a responsible actuary qualification obtained outside Bulgaria, setting the examination committee for upcoming broker and investment consultant exams, and requesting additional information from MarketVision Finance Ltd in connection with its entry in the register of alternative investment fund managers. Comments on the draft fee ordinance can be submitted within 30 days of publication, until 30.05.2025 inclusive. The FSC scheduled the examinations for brokers of financial instruments for 17.05.2025 and for investment consultants for 18.05.2025.
