The U.S. Department of the Treasury’s Office of Foreign Assets Control sanctioned four individuals and 11 entities connected to Cartel del Noreste (CDN), targeting what it described as the largest action to date against the cartel’s financial infrastructure. The designations cover a commercial network spanning quarter horse racing, construction, fuel and gas, trucking and narcotics smuggling, including businesses allegedly used to launder proceeds, channel money to preferred political candidates and obtain public contracts. Targets include the CDN-controlled Club La Molienda racetrack, businessman Gamaliel Garza Garcia and companies he controls, his son Gamaliel Garza Elias, Nuevo Laredo plaza boss Pablo Cesar Guajardo Alvarez, and Tamex Leasing or Tamex Logistics and one of its dispatchers. The action blocks property and interests in property within U.S. jurisdiction and also applies to entities owned 50 percent or more by blocked persons. U.S. persons are generally prohibited from transactions involving the targets, while foreign financial institutions may face secondary sanctions exposure for knowingly facilitating significant transactions on their behalf.
