The National Reserve Bank of Tonga has issued a request for proposals to hire a consultant to develop an Inclusive Green Finance (IGF) Roadmap for Tonga, in collaboration with the Alliance for Financial Inclusion. The roadmap is intended to provide a strategic framework for integrating green finance into Tonga’s financial system and strengthening the sector’s capacity to support climate resilience and vulnerable communities. The selected consultant will assess Tonga’s current inclusive and green finance landscape, identify gaps and barriers, and propose approaches for identifying climate and sustainability risks with benchmarks informed by international standards. Deliverables include an inception report, an interim draft IGF Roadmap, a revised draft final report addressing comments from the National Reserve Bank of Tonga and the Alliance for Financial Inclusion, stakeholder consultation workshops and reporting, and a final IGF Roadmap, alongside in-person capacity building for the central bank, financial institutions, and other stakeholders. Proposals will be evaluated using a combined technical and financial scoring approach weighted 70% and 30% respectively. Proposals are due by 23 January 2026. The assignment is expected to run for nine months from February 2026 to October 2026, with work sequenced from initial scoping and benchmarking through drafting, stakeholder consultation, peer review within the Alliance for Financial Inclusion network, final submission, and training.
