The Guernsey Financial Services Commission has notified businesses that details for Abubakar Swalleh, unique ID AQD0388, have been corrected under the United Kingdom’s ISIL (Da’esh) and Al-Qaeda sanctions regime, which applies in the Bailiwick of Guernsey. Businesses must check for accounts or other relationships involving Swalleh or any other designated party and immediately freeze relevant funds, assets and economic resources if they have not already done so. Businesses must immediately report any findings to the Policy & Resources Committee and must not make funds or economic resources available to designated persons, entities they own or control, or parties acting on their behalf, except under an applicable derogation or licence. Regulated firms that identify an affected relationship must also report it to the Commission as soon as reasonably practicable after meeting their statutory reporting obligations, including the relevant customer or connected party, the nature of the relationship or transaction, and its value.
