The Financial Sector Forum (FSF), comprising the Bangko Sentral ng Pilipinas, Securities and Exchange Commission, Philippines Insurance Commission and Philippine Deposit Insurance Corporation, announced it has concluded its Fourth Financial Conglomerate Supervisory College to strengthen cross-sector monitoring of financial conglomerates and support financial system stability. The college commenced in October 2024, with results presented to FSF principals on 30 May 2025. The programme involves months-long joint discussions and studies to assess key risks for each conglomerate, align supervisory risk assessment frameworks using the Reference Guide for Risk Assessment, and develop a supervisory plan that prioritises subsidiaries and affiliates with material contributions to the group’s business and strategy, including defined activities, timelines and agency responsibilities. The fourth college also built on earlier work to standardise policies and data analysis through shared risk assessment and reporting templates. FSF members agreed to conduct a fifth supervisory college starting in the second half of 2025.
