The State Bank of Vietnam reported on a cooperation agreement under which Agribank will host service points at its transaction locations in Hanoi to advise, support and receive public administration procedure applications, including both in-person and online submissions, in coordination with the Hanoi Public Administration Service Center (TTPVHCC) and Tran Anh Law Company Limited. Agribank will allocate space at Hanoi branches to help citizens and businesses complete eight groups of procedures, including registration and cancellation of secured transactions, access to land data, changes to land use rights and related asset ownership, name or user information changes, reissuance of land use right certificates, business and household business registration, and civil status procedures. The initiative targets bottlenecks commonly faced in secured lending workflows, where almost all mortgage borrowers must complete at least one administrative procedure, and where end-to-end processing can take 10–30 days with a 15–20% rate of files returned for missing documents or incorrect process. The model aims to reduce processing times to 5–10 days and lower rework by providing standardised guidance and a single location for both banking and administrative steps.
