Valuations should be credible, independent and well supported by market conditions rather than artificially conservative, enabling banks to assess collateral protection and potential credit losses accurately. Dragu also called for reliable data infrastructure to support estimated values and stressed that prudence is not solely the valuer’s responsibility. Banks bear the credit risk and must ensure the valuations they use are of adequate quality, including because valuation quality directly affects supervisory risk indicators and prudential measures. At the end of the second quarter of 2026, about 44% of the banking sector’s loan portfolio was secured by real estate collateral, while Moldova had 101 authorized valuers with valid qualification certificates.
