The Central Bank of the Philippines issued guidelines requiring covered BSP Supervised Financial Institutions to submit the Weekly Reserves Report (WRR) and the Report on Trust and Other Fiduciary Accounts (TOFA) through the Prudential Reporting Innovation and Monitoring Engine (PRIME) in Extensible Mark-up Language (XML), alongside a scanned and duly signed Control Prooflist (CP) in PDF, as part of the amendments to reserve-requirement reporting. The XML Schema Definition (XSD), CP and report templates (where applicable) are available for download through the PRIME Report Details Module in the BSP Relationship Management System. Submission deadlines vary by institution type for WRR: universal and commercial banks and digital banks within three banking days after the end of the reference week; thrift banks within six banking days; rural and cooperative banks within four banking days; and non-banks with quasi-banking functions within four banking days. TOFA applies to banks and non-banks with quasi-banking functions with trust, due within three banking days after the end of the reference week. The WRR replaces the previous reserves report names used for banks, digital banks and non-banks with quasi-banking functions. A parallel run for WRR and TOFA begins upon issuance of the memorandum using PRIME’s Sandbox module, while existing required reserves reports remain the official submission until the reference week ending 25 June 2026. Live submission of WRR and TOFA in updated XML starts with the reference week ending 02 July 2026 via the BRMS Report Submission module or machine-to-machine modality, as applicable. Non-bank financial institutions must complete updated PRIME registration and nominate up to two authorized officers, may use either their own or the BSP XML converter (available in PRIME until further notice), and will submit via machine-to-machine or, where not yet available, via the PRIME Submission Portal.
