The Hong Kong Securities and Futures Commission has endorsed the government’s 2025-2026 budget measures and outlined near-term regulatory and market-development work spanning listings, exchange-traded derivatives, fixed income and currency markets, and virtual assets. The update highlights planned collaboration with Hong Kong Exchanges and Clearing Limited on a new channel aimed at technology and biotechnology issuers and points to an upcoming market consultation on raising position limits for key exchange-traded index derivatives. Work on the listings framework is expected to cover a review of listing requirements and post-listing ongoing obligations, an evaluation of listing-related regulations and arrangements to improve the vetting process, a study to optimise thresholds for dual primary listing and secondary listing, and a review of market structure including exploration of a post-delisting over-the-counter trading mechanism. For fixed income and currency market development, the SFC will continue work under a task force with the Hong Kong Monetary Authority to develop a roadmap covering primary and secondary bond markets, foreign exchange markets and infrastructure enhancements, alongside a flagship forum planned for the second half of the year. On virtual assets, the SFC welcomed the government’s intention to issue a second policy statement and said it will continue providing guidance following its mid-February publication of a regulatory roadmap for Hong Kong’s virtual asset market. Next steps include the SFC’s market consultation on increasing index-derivatives position limits and the planned fixed income and currency flagship forum in the second half of the year.
