The Guernsey Financial Services Commission published a Russia sanctions notice confirming that designation details for two individuals and one entity listed under the United Kingdom’s Russia sanctions regime have been amended, while the asset freeze and trust services sanctions continue to apply in the Bailiwick of Guernsey. The amended entries relate to Anatoliy Moiseevich Cherner (Unique ID: RUS1907), Yegor Yurievch Karasev (Unique ID: RUS2745) and the Main Directorate of Deep-Sea Research of the Ministry of Defence of the Russian Federation (Unique ID: RUS2743), which appear on the UK consolidated list and are given effect locally under Guernsey’s UK-regime implementation legislation. The notice reminds firms to check for any accounts or other relationships with the named designees or any other designated person, and to freeze immediately any funds or economic resources belonging to, owned, held or controlled by them (including indirectly and including derived property and assets held by persons acting on their behalf). Any findings must be reported immediately to the States of Guernsey Policy and Resources Committee and firms must not make funds or economic resources available to designated persons or connected parties except under a permitted derogation or licence; firms identifying an affected relationship must also report to the Commission in line with Handbook Rule 12.37 as soon as reasonably practicable after meeting the statutory reporting requirements.
