The Central Bank of Paraguay has opened a public consultation on a proposed regulation for payment service providers under the new National Payments System law. The draft would define which entities qualify as payment service providers and the roles they perform in the payments ecosystem, while making registration in Central Bank of Paraguay records mandatory. It also sets core conduct and operational requirements covering information transparency, user treatment, fund protection and data and cybersecurity safeguards. The proposal follows Law No. 7503/2025 on the National Payments System, enacted on June 27, which authorizes the central bank to identify the payment service providers subject to regulation, define their roles and requirements, establish registration criteria, and issue rules on information security and data protection for participants in the National Payments System. Substantively, the draft includes rules on protecting and segregating merchant and user funds, clear disclosure of commissions, charges and contractual conditions, and minimum standards for data protection, information security and cybersecurity. Comments on the draft will be accepted until Nov. 12, 2025.
