The Monaco Ministry of Finance and Economy published an update on a bill submitted to the National Council on Aug. 6 that would replace the Principality’s 2022 crypto-asset regime. Inspired by the European Union’s Markets in Crypto-Assets Regulation and Financial Action Task Force standards, the framework would define the crypto-asset services permitted in Monaco and impose governance, prudential and conduct requirements on providers. Providers would need prior authorization from the Financial Activities Supervisory Commission, following opinions from the Monegasque Financial Security Authority and the Monegasque Digital Security Agency. The bill would also expand the commission’s supervisory powers to enforce the framework and prevent illicit practices. The framework remains subject to adoption by the National Council and possible amendments during the legislative process. Implementing texts would subsequently specify how it will operate.
