Croatia's Ministry of Finance and the Croatian Financial Services Supervisory Agency (Hanfa) published a public consultation document proposing the PutNaTržište educational-simulation sandbox, alongside a call for market participants to express interest in becoming strategic partners in delivering the initiative. The proposed sandbox is designed to help small and medium-sized enterprises, startups and scaleups prepare for market-based funding through a structured mix of education, simulations and mentored support, including readiness assessments for an initial public offering on the Zagreb Stock Exchange or for raising venture capital. The authorities also intend to use the sandbox to gather structured evidence on practical barriers to capital market access, creating an input for future targeted and proportionate regulatory adjustments. Comments on the proposed operating concept, including alternative models or transitional solutions, and expressions of interest for strategic partnership are open until 5 December 2025. After the consultation closes, Hanfa and the Ministry will analyse submissions, publish a public summary of comments received, and organise thematic workshops and consultations in line with the interest expressed before finalising the sandbox concept and content.
