The Philippine Securities and Exchange Commission has launched six new digital platforms and inaugurated the SEC Data Center as the fourth wave of its digital initiatives, aiming to speed up and secure regulatory services and improve internal processes in support of ease of doing business. The new platforms include the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR) for authenticated submission and updating of beneficial ownership information; the SEC Verification of Electronic Records and Information Trust and Authentication System (VERITAS), which uses blockchain technology to enable real-time multi-party approval and signing of corporate documents; and the SEC Electronic Exceptional and Alternative Submission Environment (EASE), an alternative route for corporations under dispute status that are temporarily barred from using their Electronic Filing and Submission Tool accounts to file annual reports. The SEC also rolled out the Electronic Workbench and Analytics Technical Computing HUB (eWATCH) to notify corporations of reporting deadlines and flag late or non-submission, alongside two internal systems: a Document Management System (DMS) to improve document traceability and audit trails, including deployment at extension offices for business continuity amid connectivity interruptions, and a Workflow Management System (WMS) that allows SEC units to configure end-to-end process flows for activities such as approvals, licensing, compliance verification, and inter-agency coordination. The in-house SEC Data Center is intended to host records, applications, and servers to reduce downtime and improve service availability, data security, and the SEC’s capacity for regulatory oversight and investor protection.
