Russia's Ministry of Finance published an account of a government meeting at which the Government approved a socioeconomic development strategy for the Far Eastern Federal District through 2036 and a framework for improving public digital literacy. The strategy seeks to develop a more diversified, technology intensive regional economy, improve transport and social infrastructure, and align federal, regional and industry preferences for investors. It also supports international priority development territories and includes housing and demographic measures, including RUB 1 million payments toward mortgage repayment following the birth of a third child in most of the region. The digital literacy framework will incorporate online safety into school education, provide courses for different age groups, train public employees and establish support for senior citizens. It complements more than 50 anti-fraud measures introduced through two federal laws, which Deputy Prime Minister Dmitry Grigorenko linked to a 30% decline in online fraud offenses since the start of 2026. A third legislative package containing about 15 to 17 additional anti-fraud provisions is planned for submission to the State Duma before the end of 2026. The meeting also marked the opening of the first direct road link between Russia and North Korea across the Tumannaya River and reviewed an updated youth sports plan covering sports camps, neighborhood training centers, swimming pools and other facilities.
