The Austrian National Bank has released findings from a commissioned L&R Social Research study showing that about 8% of Austria’s adult population, or an estimated 600,000 people, cannot use digital financial services independently or at all. The findings are being presented at an event on the digital euro and financial inclusion co-hosted with AccessibleEU and the Austrian Association in Support of the Blind and Visually Impaired. Digital exclusion affects 45% of people experiencing homelessness, 36% of people with limited German proficiency, 22% of refugees and people with disabilities, and 18% of those aged over 80. Respondents most often cited low trust in data security, insufficient support, and language and accessibility barriers. The event is examining how the digital euro could provide a consistent, accessible payment experience across the euro area, while recognizing that digital solutions alone are insufficient and that cash remains necessary. Accessibility requirements have applied to the financial sector under European and Austrian legislation since 2025.
