The Central Bank of Russia has submitted its draft Financial Market Development Programme for 2027–2029 to the Russian president and government. The annual update maintains continuity with previous programmes, prioritizing capital market development, confidence in the financial market and stronger protection for investors and financial consumers. The programme also continues digital and payment infrastructure projects and work on foreign trade payments and settlements. To support financial stability, the central bank plans to strengthen systemic risk analysis, monitoring and mitigation. The draft incorporates feedback from financial market participants and real sector enterprises. The State Duma will next discuss the draft at parliamentary sessions, after which the final programme will be released.
