The Central Bank of Russia authorized banks to apply reduced credit risk weights to loans financing projects that protect critical infrastructure from aerial attack threats. The risk weight is 30% for investment grade borrowers and 50% for other borrowers, while banks may also exclude these exposures from macroprudential add-ons. The treatment covers legal entities, regions and municipalities and applies through Dec. 31, 2026. Capital savings will count within the limit for technological sovereignty and structural adaptation projects, which the central bank considers sufficient to accommodate this financing alongside eligible projects in those areas. The targeted relief adds to bank support measures running through 2026 and may later be incorporated into permanent regulation.
