Palau's Financial Institutions Commission completed the second module of its examiner capacity-building series, extending earlier off-site monitoring training to the full lifecycle of risk-focused on-site bank examinations. The three-day program covered risk-based planning, evidence-supported CAMELS assessments, composite ratings and examination reports designed to support supervisory action. Participants developed pre-examination risk assessments, information requests and examination plans, completed CAMELS analyses supported by working papers, and defended component ratings in a final exercise. The program drew on Palau's Financial Institutions Act, the Federal Deposit Insurance Corporation's examination manual, the Uniform Financial Institutions Rating System and the Basel Committee on Banking Supervision's Core Principles.
