Algeria’s Commission for Organization and Supervision of Stock Exchange Operations has adopted the country’s first regulatory framework for classifying green securities. Debt securities admitted to trading on the Premium or Emerging segments of the Algiers Stock Exchange’s debt market may qualify where proceeds are used exclusively to finance or refinance eligible projects, including renewable energy, clean transport, biodiversity protection, circular economy initiatives and climate adaptation. Prospective issuers must prepare a green reference framework setting out the planned use of proceeds, project eligibility and selection criteria, environmental and social risks, and arrangements for managing and tracking allocated and unallocated funds. Issuers must also report periodically on allocations. The green reference framework and the use of proceeds are subject to independent external review, such as an external expert opinion, certification or green rating, by a verifier registered with the authority.
