Fiji's Ministry of Finance reported on its participation in pre-COP31 discussions focused on strengthening climate resilience while supporting Pacific economic growth. Finance Minister Esrom Immanuel and ministry officials examined investment priorities including resilient infrastructure, clean energy, ecosystem protection and human capital, as well as governance and implementation challenges. Discussions emphasized expanding finance beyond public funding by attracting private investment, philanthropic support and blended finance. The engagements drew on World Bank Group climate and development reports for Fiji, Kiribati, Tuvalu and the Marshall Islands and included talks with governments, development partners, financiers and other regional stakeholders. Immanuel also attended a bilateral meeting between Prime Minister Sitiveni Rabuka and Asian Development Bank President Masato Kanda covering the bank's support for infrastructure in Fiji and the wider Pacific. Following the meeting, Immanuel and Emma Veve, the bank's director general for the Pacific Department, signed an agreement.
